What is the Lottery?

Lottery is a system of selecting individuals or groups for some prize by random drawing. It has been used for many purposes, including military conscription and commercial promotions in which property is given away through a random procedure, and for selecting members of a jury. In modern times, the lottery has gained widespread popularity as a method of raising money for public causes. State lotteries typically are governed by law and operated by a government agency or corporation (as opposed to private companies that charge fees for the service). They usually begin operations with a modest number of games and, as revenues increase, expand into new games. Unlike most forms of gambling, the prizes in lotteries are usually a fixed amount of cash, as opposed to goods or services.

Until recently, most lotteries were little more than traditional raffles in which participants bought tickets for a future drawing at some time in the future. In the 1970s, however, innovations were introduced to make lottery games more appealing to the general public and to boost revenue. The most significant change was the introduction of instant games, which allowed players to win small amounts of money immediately after buying a ticket.

State lotteries rely on two messages to sustain their appeal. One is that the proceeds go to public benefit, particularly education. This is a powerful argument, especially in periods of economic stress. But research suggests that it is not based on the actual fiscal circumstances of states, and that it has limited effect in attracting and retaining public approval for the lottery.
