What is Lottery?

Some states have established a commission to oversee the operation of their state-sponsored lotteries. These commissions select and license retailers, train employees to use lottery terminals, and redeem winning tickets. They also promote the lottery to the public and ensure that both retailers and players comply with state regulations. They may also manage a pool of prizes and decide whether to offer a large jackpot or several smaller prizes.

Lottery prizes can range from a few dollars to millions of dollars. Most states set the minimum prize amount and the odds of winning. A small percentage of proceeds is deducted to cover organizing and operating costs, while the remainder is awarded as prize money. In the past, people have used lotteries to raise funds for a variety of purposes, from building universities and churches to paving streets and constructing wharves. Benjamin Franklin organized a lottery in the American Revolution to purchase cannons for Philadelphia, and George Washington sponsored a lottery to alleviate his financial problems.
