They spend a disproportionately large share of their incomes on tickets, and many are devoted gamblers who can’t stop buying them.

While states need the revenue they generate from lottery games, they should rethink their assumptions about what they’re doing when it comes to enticing people to gamble. Rather than relying on messages like “everybody’s playing,” they should focus on creating more responsible gamblers and offering more alternatives to state funding such as public-works projects and higher education.
