Over time, the popularity of these lotteries grew, and states began to rely on them as a more efficient alternative to taxes. By the mid-20th century, more than half of all Americans purchased a lottery ticket at least once per year. The majority of lottery players are disproportionately poor, less educated, and nonwhite. Lottery play tends to decrease with formal education, but it still remains a significant portion of overall gambling.<\/p>\n
The official message from lottery commissions is that playing the lottery is fun and can be an enjoyable pastime. This message obscures the regressivity and encourages people to spend more of their incomes on tickets, even though they know that they have a very low chance of winning.
