Most states and the District of Columbia have one or more lotteries, offering a wide variety of games including instant-win scratch-off tickets, daily game options and games that require players to pick the correct numbers in a drawing. In the United States, lottery revenues have grown dramatically since their introduction and remain a major source of state revenue. However, revenues tend to level off and even decline, due to a combination of factors that include a growing sense of boredom among lotto players and the need for new games to keep revenue levels high.<\/p>\n
A state that introduces a lottery typically legislates a monopoly for itself; establishes a government agency or public corporation to run the lottery (as opposed to licensing a private firm in exchange for a share of profits); begins operations with a modest number of relatively simple games; and, under pressure to maintain or increase revenues, progressively adds more complex and elaborate games to its offerings.
