This approval is independent of the state\u2019s objective fiscal condition, as lotteries consistently win high levels of public support even in periods of fiscal stress. Lotteries have developed specific constituencies \u2014 convenience store operators (who benefit from the sale of lottery tickets); suppliers (heavy contributions to state political campaigns by lottery suppliers are reported regularly); teachers (in those states where lottery revenues are earmarked for education); and state legislators (who quickly become accustomed to the influx of additional revenue).
